This research found out the multi-layered mechanisms of land use and forest cover changes in Vietnam’s Northern Mountain Region and suggested the importance of the linkage between the government and people in order to conserve forest cover and to achieve sustainable land use. It is recognized that the multiple channels that link the government agencies with people provide local people with intensive learning process to understand the political intentions behind laws and regulations promulgated at the central government level. Institutional support of state development programs is also of important to build up people’s trust and participation, as well as to receive feed backs to policies and program for better development of forest and people livelihood.
