This book was derived from the results of a study conducted by the authors in Bicol Region, Philippines where billboards have become a public issue when disaster occurred in Metro Manila during the Typhoon Milenyo in 2006. The government decided to regulate billboards by issuing AO 106 and AO 106-A as the legal bases for the Operation “Baklas Billboards” of the Department of Public Works and Highways. Bicol Region is a typhoon-prone area, thus, disaster risk management is strongly implemented by government agencies and local governments. The DPWH Region V has relentlessly implemented the Program to mitigate disaster and to prepare the population for calamities.
