As more people began to demand the telecommunications reform to make the industry more competitive, the Ministry of Transport and Communications started formulating “Telecommunications Development Master Plan”, which was the first official plan to restructure the telecommunications industry, and presented it to the cabinet in March of 1995. The challenges the Telecommunications Development Master Plan has been facing are not only from the public scrutiny and the inexperience of the policy makers but also from sudden political changes that happen so often that they delay the process of implementing the plan.
