States of the Great Lakes Region (GLR) of Africa have had terrible histories of conflicts either internally or externally caused. These have left millions of citizens dead, and similarly impairing economic activities, and in several ways destabilizing human habitation. At the heart of these conflicts, different countries have tried to handle peace and security issues in the GLR either by use of Statism or Regionalism. The interplay of the two approaches is an interesting phenomenon. Kenya, then a country surrounded by many others in conflict was peaceful. It made several attempts to mediate her neighbours’ conflicts between 1985 and 2005. It is not easy and conclusive to suggest whether Kenya’s participation was entirely a regionally backed effort or entirely a state approach.
