This report describes the increasing social fragmentation in Albania since the fall of communism and offers a series of proposals to stabilize the situation and help the country rebuild its social capital. The Albanian population has always been vulnerable to the problems of poverty and isolation from the outside world, particularly in rural areas, but the country's strong traditional social structure compensated for these problems by protecting families and individuals through kinship networks.
