In 2001 in Victoria, Australia, the state government, on the recommendation of a Ministerial Review into post compulsory pathways, implemented 31 Local Learning and Employment Networks (LLEN) covering the state. These networks were a new ''joined-up'' policy response to a globalised context where youth in transition from school to independence faced persistent and severe difficulties beyond those faced by previous generations.
