The right to move was recognized globally over a half century ago with the adoption of the Universal Declaration of Human Rights. The Declaration states in Article 13 that “Everyone has the right to freedom of movement and residence within the borders of each state” and “Everyone has the right to leave any country, including his own, and to return to his country”.
