The three communes are Independenta commune, Valcelele commune and Stefan Voda commune. The paper presents the common and different characteristics of these three commune. I made a comprehensive analysis of the rural area and I proposed measures for the development of the rural area in the three communes that were analysed. It is a very complex study that contains all the aspects of the rural area development, education, infrastructure, employment, environment, agriculture. I used and processed statistical data collected from the Regional Direction of Statistics in Calarasi, Romania.
