As the necessary tools of developing modern agriculture, Information and Communication Technologies (ICTs) can facilitate changes both in social and economic aspects. This research project is about China’s agricultural ICTs development in a rural area--Miyun County-- to discover how people navigate and transform the ICTs in the Chinese context. The work explores how the Agricultural Information Institute (AII) associated with the Miyun Science and Technology Committee (STC) used ICTs to improve farmers’ agricultural activities by the help of the agricultural technicians with the use of the smart phones and laptops, and how the ICTs affected agriculture at the village level in Miyun County in the year 2012.
