Small cities within the“eastern wall” of the country have been given much attention, due to the necessity of conducting rehabilitation activities in their areas, aimed at improving residential environment quality.These examples include cities with high development capacity, yet lack of financial means. As a result, they are becoming more and more poor. Currently, the central zones of small cities want to throb with life, be attractive for tourists, create the image of representative space with spectacular architecture, easy access to the basic services and to numerous attractions. The problem lies in assessment of the possibilities and needs, as well as directions for activities.
