A number of master planning attempts were made. Most of those plans, however, seem to have not been well implemented. This book focuses on the town's proposed municipal services in the development plan that was published in 2000 by NUPI. A special emphasis was given for FACTORS that might have adversely affected the implementation process of the plan. All possible factors were assessed in detail. A comprehensive analysis was also carried out to find the core factors. Sensible generalizations and recommendations are provided at the end. The book can contribute a lot to future research activities in the realm of urbanization in Ethiopia.
