The provinces of Albay, Masbate and Sorsogon (ALMASOR) in the Bicol Region has recently formed a tourism alliance for the purpose of sharing resources for the development of an integrated tourism cluster that will offer a network of destinations for tourists. This book focuses on ALMASOR Tourism Alliance by proposing a model of collaborative governance through policy network. The prescriptive discussions on a future policy development alliance system analyzes the policy network in terms of structure, actors and process.
