Governments togethor with the donor community have in the past tried but with limited success to deal with the problem by enacting Laws, reforms and policies. Now with the New Legislation and the fight to eradicate poverty in Africa, will the redistribution of this vital resource bring some hope to Uganda and Buganda in particular?
