This study, conducted in Kigali, Rwanda, argues that by giving cash to the poor, in this case through sex-work within the international aid community, local women will know how to promote development on an individual, community, and on a national level in line with the Millennium Development Goals. This study is not an advocate for sex-work as a legitimate development tool in order to achieve the Millennium Goals. It is more so a call for a new paradigm shift concerning cash-transfers in our quest for combating poverty.
