Addressing internal displacement and refugee concerns are challenging processes. While IDPs'' main interests is to see a complete end to displacement, the means to achieve theses is often at the discretion of state authorities whose motivations may not easily be determined. While State authorities should bear the primary protection responsibility including ending the conflict, the conflict in Northern Uganda dragged on far too long.
