This work re-examines the conceptual framework of the ‘Developmental State’ for application to the case of Singapore. A modified version of this framework called the ‘Flexible Developmental State (FDS)’, is proposed using the electronics industry. In examining the ‘FDS’ model, the study employs the following three premises: ‘quality of state-led intervention’ in industry development, ‘embeddedness of institutions’ within the industry and ‘the outcomes’ of state-led industry development. The study adds to the growing literature on the working of the Singapore public policy system and provides insights into the nature, dynamics and operation of the “PAP-state” and the functions and roles of the policy bureaucracies in particular towards industry development.
