The orginality of this paper is based on the analysis of a case study: The twinning between the High Administrative Court of France and Ukraine. Beforehand, the ENP was analysed as a policy in general. This research reveals that through the ENP a sectoral reform is triggered that enhances the Europeanization of Ukraine's institutions. In the light, that the EU faces "enlargment fatigue" the ENP remains an important tool to influence furtehr EU norm adoption in the neighbouring countries.
