The functions of the Human Rights Filed Operations (HRFOs) may be defined as the doctrines of the human rights field operations. However, such functions should have a set of uniform principles to guide their application at the field level. The HRFOs evolved with monitoring, observation, investigation; reporting and institution building functions. Their application, however, remained unguided and scattered in different operations. Such functions are mainly intended for the protection and promotion of human rights in changing contexts, but their linkage with the overall objectives and the system of international human rights law and its mechanisms are not properly developed. The application of each function varies from one operation to another, largely depending on the leadership of the operations.
