In this book the author establishes that the level of utilization of communication systems was quite high in government offices. Majority of Secretaries stated that information technology made work easier for them and most of them used computers for data processing. However, despite the fact that most of them stated that they used modern communication systems in their offices, it came out clearly that internet and electronic mails usage was still low.
