Lower level policies have not been reflected in National, District and Sub-county Level Policy change and lower level stake holder’s have not been directly involved in articulation, analysis, design and implementation and have had a limited role to play. The objectives of the study were to determine the outcomes of the development and implementation of lower level natural resource management policies, evaluate their performance and effectiveness, examine the constraints to compliance and adoption and identify the conditions necessary for sustainability.
