This book analyzed returns to investment in skills acquisition programmes (SAPs) in Rivers State, Nigeria. It focused on determining the impact that acquiring employable skill has on the individual, the society, and on earning prospects. This book revealed that the public cost of SAPs is higher than the private cost, and SAPs have positive private and public non-market effects on the individual and the society. Again, significant differences exist between the mean earnings of graduates before and after SAPs in Rivers State, and between the present earnings of male and female graduates of SAPs in Rivers State. This book concluded that skills acquisition programmes would continue to be sought for by those seeking lasting solution to youth unemployment and its associated social vices. It is cost-effective.
