E-Government websites have an overwhelming responsibility to ensure they are designed to accommodate the very citizens they serve in addition to providing equal and open access to all audiences given their diverse demographic demands. However, e-Government websites have not adequately addressed user-centric designs for social inclusion of citizens and lack a standardized approach to evaluate and compare the usability of user account interfaces to accommodate a diverse user population. This study proposed extending a goal driven usability evaluation methodology called GOMS with UML Use Cases by establishing common security goals called Security Cases. Security Cases can be used to standardize and objectively quantify and compare the task times and error count in completing similar goals on different websites.
