The regulation of national sense has been formulated but the spirit of the Local Government to develop a Regional Regulation about the management of Coastal Zone is not fully realized; as the result empowerment efforts to the coast communities face many obstacles. In reality, the coastal communities, especially fishermen, are still cornered by their poverty problem.
