Kentucky has been involved in educational organization changes since legislation passed the Kentucky Postsecondary Education Improvement Act of 1997. A major structural change initiated by this reform was separation of community colleges from the University of Kentucky and the formation of the Kentucky Community and Technical College System Initially, HB 1 left Lexington Community College as part of the University of Kentucky, and Central Kentucky Technical College (CKTC) operated under KCTCS as a technical institution. These two colleges had served the same community but were separate institutions until legislative changes approved LCC to become part of KCTCS in April 2004.The purpose of this study was to explore the process of change and leadership during the initial stages of the consolidation.
