This study used the gap analysis problem-solving framework (Clark & Estes, 2008) to help achieve the goal of formalizing business approaches with the police and defense industry. The purpose of this study was to identify the knowledge and skills, motivational, and organizational issues causing a gap in CERT’s project managers’ performance within education and training department in terms of achieving the targeted goal.
